Hi all.
I’ve had a message from the general secretary of the CTT (Scotland District) asking me to respond to a number of proposals for changes to the rules and regs of the CTT both at Scotland district and national level.
Timescales are short– they’ve requested a reply by Friday of this week, and according to our own constitution, I’m not able to add this as an official agenda item to the upcoming SGM this Thursday, as it would give you, the membership, fewer than 6 days’ notice.
However, given I think it’s crucial that you have your voice heard as members of the Ivy, I propose to have a separate discussion (following the closure of the SGM) to agree the position of the Ivy on the matters in question (see below for further info on same).
I will then communicate the agreed position of the Ivy membership to the CTT district committee, hopefully in person by attending their AGM.
To facilitate the conversation on Thursday, I would appreciate if you could take a few minutes to familiarise the content of the proposals below.

PROPOSED CHANGES TO CTT NATIONAL CONSTITUTION:
A - By South DC
Subscriptions and Fees
Article 7 (page 57)
By special resolution
Delete the existing Article 7.1 and substitute with:
“The annual subscription payable by each affiliated club shall be dependent upon
whether such club is a “Premier Club” or a “Standard Club” (as defined below):
A Premier Club is defined as one that organises its own events (either/or Type A or
B) and which has paid race levies to CTT in the previous calendar year. In order to
qualify as Premier Club, the club must have sent levies to its CTT District Treasurer
(or through the online entry system) of at least £100. If this condition applies, then
a zero-affiliation fee is activated, and the club will be automatically affiliated to CTT
for the following year.
A Standard Club will be one which has sent levies to CTT of nil or less than £100
during the previous calendar year. In which case an affiliation fee of £100 is payable
from 1st October each year to cover the next 12 months of membership. Such
subscription shall be paid either to the district treasurer of the district council through
which the club is affiliated or directly to the national treasurer should the club affiliate
online via the CTT website.
The annual fee applicable to members of the Headquarter’s Club shall be fixed in
accordance with Article 6.2.”
Delete Article 7.2 in its entity.
In Article 7.3, first line, delete the words “subscriptions and advertising fees” and
substitute with “subscription”. Delete the last sentence “An affiliated club may change
its status…period remaining of that year”.
In Regulation 16 (page 342) delete the third paragraph beginning “No competitor may
carry advertising…” and ending “(b) when competing in club events.” and substitute
with:
“A competitor must not compete in clothing of a trade team that is/has been registered
with the UCI unless he is (a) a member of that team; or (b) when competing in club
events”.
Explanation: So as to recognise and encourage active participation in the organisational

District council meetings
Article 26.2(b) (page 63)
By special resolution
Add to the end of the current sentence:
“…and may mandate how the district delegates must vote at such National Council
meeting.”
So it reads:
“Each District Council shall:
(b) meet prior to any National Council meeting to consider the agenda, and may
mandate how the district delegates must vote at such National Council meeting.”
Explanation: The proposal considers the democratic process within CTT, and in particular
the route through which riders’ views are represented at National Council. This proposal,
if passed, makes it explicit that at the District Council meeting, the clubs’ delegates may
(i.e. do not have to, but have the power to) mandate how that district’s delegates vote at
National Council. This does no more than to take into CTT’s articles, how most districts
have taken the system to work in the past.

Entry to Events
Regulation 11(a) (page 340)
Delete the first paragraph of sub-paragraph 11(a) and substitute with:
“Type A events: A competitor can enter an event up to a maximum of four weeks
in advance of the date of the event by using the appropriate entry form (see Note
1) together with the correct entry fee. Any omission or inaccuracy may constitute
a breach of Regulations. This does not apply to RTTC National Championships in
respect of which different rules apply.”
Explanation: Some riders block enter races months ahead and then lose interest, suffer
long term illness or injury, or other things crop up which take precedence. Limiting the time
in advance of an event that riders can enter will ensure their interest is relatively current
and lessen the chance of them not starting (ie going DNS), thereby freeing up spaces for
other competitors.
PROPOSED CHANGES TO CTT SCOTLAND DISTRICTCONSTITUTION:
A - Item 1 Re Election of the Committee

Any Clubs who would like to nominate someone to the committee can do so at the AGM. The Committee meet a minimum of 4 times per year. Because the committee meet in Paisley it is understandable that many of the clubs would find it impossible to attend an evening meeting but new members would be very welcome.
B - Proposal by District Timekeepers.
PROPOSAL
(a) That all promoting clubs will contact the District Timekeepers Rep (Jim Smith) before the end of January to allow him to plan which timekeeper(s) will be attending their event(s) that season.
(b) If required by the District Timekeepers Rep, all promoting clubs will make available a start timekeeper and a laptop finish recorder for their event.
Background
For the last number of seasons there has been a shortage of timekeepers. This has now reached crises point and there is a distinct possibility that the current timekeepers rota may not be able to cover the increased number of events on the calendar.
As things currently stand each event has two experienced/qualified timekeepers in attendance as well as an experienced laptop/finish recorder. This is not really necessary as the duty of start timekeeper could be carried out by a volunteer from within the promoting club. No qualification or timekeeping experience would be necessary and stopwatches could be provided with assistance/training given where needed. This would mean that the workload on our timekeepers would effectively be cut in half. It would also have the knock-on effect of cutting the clubs financial outlay as it would mean one less set of timekeepers expenses being required from the event budget.
Looking forward we also feel that the days of ‘paper and pencil’ recording should be brought to an end and that computerised recording – via laptop- should become standard practice. For this reason the promoting club should, if required, make available a volunteer from within the club to carry out this duty. We currently have Excel software available for this and we can provide the training required to use it.
C - Proposal by Velopreda Geoff Smith
PROPOSAL-
That all CTT Scotland Championships are 'Open' and that the title and honour of "CTT Scotland Champion" will go to the fastest rider over the distance regardless of age, gender, or District affiliation.
Awards for categories such as 'Ladies' 'Junior' 'Espoir' etc will still be awarded but will be restricted on the basis of category only . Winning of a category award will not exclude a rider from winning the Championship overall.
BACKGROUND-
For the second year running there was confusion, upset and a general sense of unfairness at the outcome of the Scottish Cycling Hillclimb Championship- the fastest rider on the day was deemed ineligible on account of being a junior (aged 16)
The CTT Scotland Hillclimb Championship was not much better- two out of the top four riders were deemed ineligible on the basis of their club affiliation.
As things currently stand with CTT Scotland a Scotsman, born bred and living in Scotland but registered to an English CTT club is not eligibile whereas an Englishman registered to a Scottish CTT club is .
The current situation also means that John Archibald should be stripped of his 2018 25TT Championship title and his name removed from the trophy on account of him being registered to an English team.
We feel that there is absolutely no need for any of these daft eligibilty criteria and that a simple rule of 'if you are in it then you can win it' would be much more sensible.
The question of District club affiliation should be left until CTT establishes itself in other areas of Scotland and we are able to split into smaller Districts
Scottish Time Trialists deserve much better than the current situation when it comes to National Championships .
The alternative position is that a Scottish Championship Promoted by CTT should only be open to riders from clubs that are affiliated to CTT Scotland District
D - Proposal by District Committee
Proposal
Add an extra levy of £1 to all events in the “Super Series” and to all type “A” 10, 25 and 50 Mile TTs to support an overall prize list for the Super Series and for the new Scotland Short Distance BAR.
Background
Sponsorship is a very welcome addition to any competition but as any organiser will attest it is not something that can be relied on from one year to the next. Creating an overall prize list for the Super Series and the New Scottish BAR from a small extra levy which can only be used for these purposes makes the survival of these competitions independent of any sponsorship deal that might be agreed from time to time

You don’t need to table any amendments if the proposal is in contravention of the rules of an higher body
All seems perfectly sensible to me, although proposal C is a bit contentious, as to implement the fairness sought by the proposal, then the English CTT would need to align, as I’m guessing that differentiation is laid down in the Constitution and Rules of the parent organisation which will govern over the whole of the UK. I can appreciate the reasons for all of the other proposals though, as a way forward to promote participation in CTT events and also to support the hardy few who go out their way to make those events happen. Age old problem in Cycling!!
